I'm not really sure what's going on here, it's like Ben died and we're doing a retrospective. I hope I didn't miss out on such tragic news.
I didn't put much stock into the HOF qb matchup stat. Last I checked, opposing qb's aren't even on the same field at the same time.
To me, a more meaningful stat would be HOF QB's vs some measure of a great defense.
Ie... I'd imagine ben's record against those phenomenal raven d's was better %-wise than Brady's or manning's....at minimum, similar.

If I have it correctly, 39 is the most anyone has in that time frame. Next best is, I think, 35.

While we're bowing before Ben, I got into a twitter conversation about which QB stats are most relevant to determining the best of the best. I said, "most people will say the opposite, but I think wins and winning-related stats aren't perfect, but are pretty damn good--better than stat accumulation, completion percentage, QB rating and so on.
For example, once Aaron Rodgers and Matt Ryan have one more win each, the top 15 and top 30 will a pretty representative list of Super Bowl era QBs:
